Redlinked categories

No, that's not how things work. Not every redlinked category that people try to add to articles is one that should be created, for a variety of reasons — for example, the one on Georgia was spelled "Eastern European Countries", which would never exist with the word "Countries" capitalized that way, while the correctly capitalized form Category:Eastern European countries has previously been deleted per this CFD discussion. So I couldn't create the category at the form that was already on the article because it was miscapitalized, and I couldn't correct the capitalization and create the category at the corrected form because it's previously been deleted, but it also couldn't just stay there because redlinked categories cannot be left on pages.

By a similar token, people who are being disruptive for the lulz also sometimes try to add pages to total nonsense categories that should never exist at all, so those aren't categories anybody needs to create either.

The "Simple" Wikipedia and the English Wikipedia are two different things, so a category on Simple doesn't magically work on English too. Each language Wikipedia is its own thing, and they don't automatically transfer their categories over to other language Wikipedias. To use the Simple category on an article, that article has to be on the Simple Wikipedia, and a category on Simple doesn't work on English because Simple and English are two different things.

So no, "add redlinked category and then wait for somebody to create it on your behalf" isn't how things work. Redlinked categories simply cannot be used at all, and it isn't my job to create every redlinked category that somebody tries to add to pages regardless of any other issues that may apply (such as the category being misspelled or nonsensical, or already having been deleted by CFD in the past). Thank you for clarifying that! I do still have one question, though: is there a reason why there's no filter to prevent adding red-linked categories? It seems like doing that could help save time and avoid mistakes like the one I made. I haven’t had the time to read through all of the WP:___ pages yet, so if there's a specific rule related to this, please feel free to just point me to that page.
