[edit]The U.S. Code reference is almost entirely irrelevant to the vast body of stays in civil proceedings. What's the rule for citing Black's on Wikipedia? "The postponement or halting of a proceeding, judgment, or the like. An order to suspend all or part of a judicial proceeding or a judgment resulting from that proceeding." Black's 8th ed, 1453. Functionally, the stay depends on what is going on. You can pause part of a process but not block everything (e.g. you can stay discovery or you can stay pleadings but not discovery).
