A bit confusing about eastern Canada

It's a bit confusing when it says "eastern Canadian dairy companies began using opaque coloured plastic tokens in the 1940s, but plastic was rarely used in eastern Canada." Would this be better saying that "eastern Canadian dairy companies began using opaque coloured plastic tokens in the 1940s, but these were rarely used."?
