I was scanning over the references section - the article should really be created in zhwiki, where the user there are more familiar with WP:RS of the Chinese language. It doesn't make sense to have a Indian person's BLP have almost its entirety of reference section filled with pieces written in Chinese.
And just to be blunt: if the article were to be created in zhwiki, I'll also be there to start an AfD. There are many reasons for why news coverage of an individual is not the same for Chinese state media versus the same story from e.g., the BBC, especially for the a foreigner's success story in / related to China style of stories - it's part of the state media's toolbox for propaganda. I'm pondering over the sources written in English and it seems like that the "subject was featured in text book" claim either references CGTNwithout giving a link or screenshot or whatever or is just an empty claim.
[...] became so famous that his story was made a part of Class 7 English textbook in Xi'an City, as per CGTN. The section on Mr Raturi talks about his inspirational rags-to-riches story.1.NDTV - no link or image.
As a side note: China Daily doesn't really exist in China beyond being reading materials for English learners. You don't even see them being sold at newsstands (back when they still exist); it's kind of like the newspapers of CGTN or Russia's RT - they're targeting a foreign audience. A better reference for (national) notability would be People's Daily or Xinhua Dailylit. "Daily of the New China", referencing the CCP's rule post-1949. As for local notability (e.g., on city / province level)... that should probably not be part of English Wikipedia's concern, anyways.
