Climate vulnerability index can be a general term applied to an index developed using the climate vulnerability framework. It can also refer to the specific Climate Vulnerability Index produced by World Heritage. This article seems a bit confused. It seems to mostly be describing the CVI developed by World Heritage, but discusses it in general terms without explicitly stating that it's describing a particular tool.
