    Low resolution?

Yes! Although image dimension is 1,020 × 632 pixels and its color depth is not digitally reduced, copyright-protected contents of this image (i.e the user interface of Microsoft Internet Explorer 9) are relatively small, so much so that if the entire image is digitally reduced, it will fail to fulfill its non-free use rationale; that is, it will fail to show Internet Explorer in a manner that can be visually identified and potentially distinguished from any other application that shows the contents of Wikipedia.
